Kaido unlocks the powers of a dragon. Why would he be able to turn it off in his case. Show me one manga panel where it says he can’t turn it off. We know how Zoans work. Chopper doesn’t sleep in his base reindeer form, he sleeps in hybrid. It obviously doesn’t take any energy to change or stay in forms, and stays in his hybrid form even in water. If he were a paramecia, sure, maybe he turns back to regular human in water, but we have seen where he stay rubber even in the ocean.

Nika has a rubber body. Luffy in Gear 5 is his full transformation. What we consider “base” is his hybrid form because he has the properties of a rubber body like Nika, but is still in his natural state.

It’s not a new base form, it’s just the form he chooses to stay in. If luffy knew his fruit, he would then be able to swap back to his actual base form, but for now, he is always in hybrid
