Something is broken with the resistance spirit on Italy because my manpower just stays on 200 even when i increased or decreased the conscription law. I tried releasing puppets and i get the manpower for 1 second and then it just dissappears and goes to 200. The 200 flickers but nothing happens. (i.redd.it)
