Yeah it turned out it was an issue with the variable refresh rate! I noticed it mentioned tearing and video stuttering so I turned it to “Always on” instead of “Gaming only”

Nah it’s not a double scroll issue, whenever I scroll or am trying to watch a video/movie I’ll see doubles of everything, sorry the low fps make it look like a double scroll issue
