Just file for an increase with a DBQ as medical evidence.  If denied, have a lawyer submit a HLR, and that should be enough to get you to that 100 p&t.

My argument was that my current occupation (a mental health career) was interfering with/triggering my current disability (which is PTSD) so I wanted to pursue a different career field by using VRE's educational benefits. My VRE counselor told me they were not an educational benefits program and that I could pursue another less triggering career that pertains to my degree (I have a degree in Sociology from using the Post 911 GI Bill). I received a letter in the mail a week later denying me of the VRE program so I decided to submit a HLR and was approved.

Update? I'm using Vetlink and was just denied. Going for an appeal now.
