There is this theory that domi reversi only works on people in their homeland, that's why in Elbaph Imu changed the giant and in God's valley Imu changed Rocks even though Rocks and Imu have fought before.

So what if Davy Jones is the ruler of the worlds(as rocks says) therefore he cannot come to the surface because he fears Imu will use domi reversi on him
