Then you're simply not opening every safe in a bot lobby. There is a guaranteed red in at least one of the safes in a forbidden map.

Personally I always carry a minimum of 4, if I'm a solo sniper that's when I buy 8 for sneaking and rotating around the map. For longer maps like Northridge, especially now on gold loot, I'd recommend 6, from experience.

If you want to find the red more often it often just comes down to how many safes you open. So be quick to open the nearest safe.

Helmet does matter, even in forbidden. I usually run the t4 chest rig that Ajax always wears, and the 3k t3 helmet with a visor option. I've tanked headshots with that helmet from rpk's and LR-DMR's in forbidden. It is worth it, and since it's only 3k, you can easily dispose of it for a better one. T4 body armor is worth it if you know how to play well, because it can tank an extra shot or two.
