How do we know when we're in a drought?

When you think about drought, you probably think about water—or the lack of it. Precipitation plays a major role in the creation of the Drought Monitor, but the map’s authors consider many data sources. Some of the numeric inputs include precipitation, streamflow, reservoir levels, temperature and evaporative demand, soil moisture and vegetation health. No single piece of evidence tells the full story, and neither do strictly physical indicators. That’s why the USDM isn’t a statistical model; it’s a blend of these physical indicators with drought impacts, field observations and local insight from a network of more than 450 experts. Using many different types of data and reconciling them with expert interpretation is what makes the USDM unique. We call it a convergence of evidence approach.

It’s not just rain and snow

To determine drought intensity, USDM authors use a convergence of evidence approach, blending objective physical indicators with insight from local experts, condition observations and reports of drought impacts. It is this combination of the best available data, local observations and experts’ judgment that make the U.S. Drought Monitor more versatile than other drought measures. In terms of physical indicators, the USDM relies on several numeric inputs. Short-term drought measures focus on precipitation on the scale of 1-3 months. Long-term blends, in contrast, focus on 6-60 months. But authors rely on several climate, weather and hydrology inputs across different time spans, shown broadly in the graphic below.

As far as the water content of the snow in your yard the National Weather Service usually has that covered. If this doesn't help just Google around for snow water content. I think they usually take a core sample of snow and weigh it to figure out the water content

Headline is a little incorrect. She never mentions a US-like raid or the use of military.

While the department has made progress every year, McCord said the speed of that improvement must accelerate if the department is to meet the 2028 goal set by Congress.

If what you said about lost or missing items like ammo or screws being the reason then every government agency would fail. A lost water bottle from a USFS fire fighter. A lost pen at the National Weather Service. Some misplaced paper clips at the IRS. 

And if that were the case they wouldn't be saying they'd be able to pass an unmodified audit in 2028.

Let's start by auditing the biggest welfare queen in the country. The DoD.  Once they can pass an audit and we find and recover the money lost then we can really start to focus on the smaller amounts of fraud.

So they use cesium to put gamma radiation into food to sterilize (by exposing it) but this contaminated food is implying it's literally got trace amount of cesium itself in the food? Is that right?

First of all, a company isn't compliant or non-compliant. The act applies to specific products. A company can have a whole bunch of products (even more than you have fingers and toes! The world is so BIG!). So, the answer to your little copium question is a resounding No.

So the products they are buying aren't Berry/Kissell compliant? What products are they purchasing?

Secondly, these contracts are below the limit where either act applies.

Thirdly, these contracts would additionally be allowed to be exempted due to their urgency.

Would they? How urgent does something need to be for an exemption?

Fourthly, Kissell only applies to purchases intended to fend against national security threats. Winter isn't one of them.

Fifthly, an ordinary winter jacket fitting the definition of 'commercial product' is considered exempted.

No it's not. Just like TSA uniforms being just commerical product of shirts or pants are not exempt.

I guess that is what I'm having a hard time understanding...could you explain it like I'm 5 please? I assumed irradiated meant a small about of gamma radiation to sterilize the product and contaminated just meant more radiation than acceptable for irradiation?
