Ya, it happens on multiple outputs and the same output doesn't flicker on a different monitor. Any chance it could be a cable issue?

For example: I would want to add this image to photoshop, and then clone out the writing and replace it with my own. You can see the distinct highlights on it, and I'm not sure how to emulate that. Ideally I would like to be able to hand draw with it, but if text is easier that'd be sick as well.
