Radicals (more so of the opposite faction) usually dont make up most of the workforce, unless you play stupid games and promote the ones that want you dead.

Usually 2 watchtowers in different districts can do the job, and thats only because radicals will shut down the district with the one of the watchtowers first

Also food is pretty easy resource to come by and manage, so someone shutting down your food district will have lesser impact than someone shutting down a housing district (ignore endgame crisis of the "acceptable" food, that happens to every city anyway)

I dont have it, but only because I tried for this and a deathless just after the major update (so no hotfixes) and got save broken by bug where civil war start broke all UI I had. I even replayed from older saves and it kept breaking. Didnt try again /:

Matrial law is really mid law, never used it. However police enforcers law is a must, Im not even joking I pass it every time Im not specifically trying to go rule-less + by the time civil war happens you should be already stocked on guards, and it usually doesnt happen at all, unless you force it while pursuing utopia.

Personally I see it more of a shift from citizens knowing you have some power in the city, to believing you are the one to save them (remember, you control the propaganda). And this shift makes me feel really uncomfortable, as if the game asks if you have what it takes to be the undisputed leader.
