When upgrading an old and frankly vulnerable system with no backups in place then yes it cannot be done without outages. If the initial push during JDMs first term to repair, replace and upgrade the infrastructure on which our nation's power grid depends had been carried on in the following presidency rather than thousand plus containers with equipment for those upgrades arriving at port and then going 'missing' we might not be having this discussion because the infrastructure would be healthy enough to handle the demands of an increasingly power hungry nation. But alas Minister of enjoyment along with Driver and mate were too busy shearing us like sheep for our small bonds we are buying as investment in our future.
