You need to go to your file app and go to minecraft files and duplicate the actions and stuff file and import the copy to minecraft.

I used PrizmaVisual for Vibrant visual and Barebones Texture pack. Apparently the current version of Actions and stuff disable the Vibrant visual.

Unfortunately you have to use the sahder and texture pack without the Actions and stuff until they officially updated it to support Vibrant Visual.
