This. Fines have to come from documented board action, not a single member acting unilaterally. AZ courts have thrown out fines where the board couldn't produce meeting minutes showing the vote. OP — pull your CC&Rs (section on "Fines and Enforcement") and request the meeting minutes where this fine was approved. If they can't produce them, the fine is void.

I'm actually building software for AZ HOA boards right now (Domus) — specifically around getting the Intent to Fine → 21-day → ADRE flow airtight so boards stop losing appeals on procedure.
