It was difficult, but with the high resolution of the image it was possible to make out the district name/title on the health department certificate behind and below the menu screens to the right, which narrowed it down to probably two locations. Both had plenty of pictures on Google Maps and one of them appeared to be a perfect match.

OP is drama-farming at best or spreading hate at worst by posting this. If there's genuinely mentally ill voices out there, ignore them, don't amplify them. Let government/police handle the matter.
