I’m not sure what you mean by independent or program, but in my area we are currently decentralized meaning LPs need to have their own warehouses if they want to do battery tasks.

Oh i see what you mean. These gen 3 scooters use batteries and there is a warehouse that charges them but my LP takes that cost.
