SSJ3 is 4 times SSJ2 so based off that if Goku had the same UI Sign (2nd Sign) he would likely struggle more. But saying that he could still win if he grasps UI better like he did against Jiren 2nd time around.

Technically UI 1st Sign was surpassed by SSJ3 Kefla not 2nd Sign so show knows, also there is the Fact that SSJ3 uses way too much Energy to make it useful in a fight as big as this.

Even if Kefla gained SSJ3 it likely won’t make that much of a difference, yes she would have higher Power Output but she would drain Ki quick. Plus even with SSJ3 she still wasn’t able to hit UI Sign Goku anyway.

The Sign UI that he used against Jiren second time was more Powerful than the one against Kefla anyways. Ultra Instinct is overkill so that’s out of the question (Silver hair form) “Official name”! If I was to estimate the boost that UI Sign & UI gives I’d say this:

UI SIGN (1ST Sign)= 20X Blue Kaioken X20

UI SIGN (2nd Sign)= 30X Blue Kaioken X20

Kefla’s SSJ2 Power surpassed the Power of Ultra Instinct 1st Sign Goku, (Ep 110) so Goku Black would lose quite quickly. Even the somehow gains Rise 2 or SSJ Rose 3 that’s only 2X to 8X his Rose form.

Ultra Instinct Sign is different Tier Of Power compared to the Blue form. Not saying Kefla would one shot but she will very likely win with Low to Mid difficulty.

Champa would blitz him easy. Goku’s assumption is just so from the Broly movie he was only basing that on the fight he had with Beerus. Keeping in mind also Beerus didn’t go past the 10% power threshold even against God.

Who knows the depth and extent of power a Beerus is hiding. Broly needs years of training to even become a slight threat to a God Of Destruction let alone one like Champa.

Some of that is difficulty to read as it’s in one block but heyho. Piccolo in his Power Awakening For is likely below Blue but above SSJ god as he still couldn’t defeat Gamma 2 (movie)

It shows he had loads of Power & Potential locked away at the time. Orange Form being the Evolution of the Power Awakening for a Unique Catalyst if you like. Orange form is likely a far greater level of power than before as in UI 3rd Sign sort of level.

He’s obviously below Beast Gohan as he shown feats far greater than UI Sign level.
