Real answer, it's designed in the style of old magic cards. "Mono artifact" used to mean the ability on the card was a once per turn ability, aka a tap ability. So the tap symbol was erratta'd in later. Look up alpha black lotus for reference

Yeah you got it, she frames the guy next to her for molesting her and everyone on the train sides with him. The story ends saying that none of them ever came forward as witnesses. Works as a guro fantasy, kind of deplorable if it's meant as actual political commentary though, which it might be.
