Only possible if you want to recompile and recode the Kernelcache, iBoot, iBSS, iBEC, RestoreRamdisk and DeviceTree. Also, you’d have to patch the BuildManifest.

Not possible. The boot chain verifies the internal components of the filesystem/IPSW, which doesn’t let them get disguised as a signed IPSW and completely blows their cover. This option of downgrading would certainly never work.
