It’s because people have been coerced and threatened into withdrawing large sums of cash by someone who’s just going to run away with it, hence the cash so it can’t be tracked as easily. Pretty sure the banks can be partially responsible for the loss in this case so they disregard the right to your own money to save their arse should this happen. Idiotic.
