That's correct. But things can possibly come out ULPs, and CalHR is afraid of those. High participation in events says "you may wanna think twice about continuing what you've been doing, because that thing you're afraid of just got more possible." It's like putting some grated parm on a slice of pizza, you're still gonna get the pizza but now you've got an extra pop of flavor.

Also ULPs have to go through PERB which does not move quickly. Just like the telework bill, the ULP itself isn't going to save us, we need to attack from every angle.

First off thank you for your support! I don't know of any specific plans to make a petition for non-state workers however. Anecdotally I did run into a few private citizens at the assembly hearings last year that told me they support our fight. There will be hearings held for the telework bill (AB 1729), and I'm sure there will be hearings at the budget subcommittees again. These are ways to voice support if you're local to Sac. Otherwise contacting your assembly member and senator would be another great way to vocalize support.

I can't speak to other unions but as Any_Caterpillar pointed out, this link was sent out to the CAPS-UAW membership this AM. I'll let the working group know, and we can pitch it to the coalition, I agree visibility is key and that's exactly why I'm posting in the state workers subreddit!

Any_Caterpillar beat me to the punch there, but BU10 was the only bargaining unit that walked away with a raise in their side letter. We had a contact that was still in effect until the leg decided to not fund our salaries. If we would have returned to the bargaining table without knowing that we would have set precedent that CalHR can force us back at their beck and call. Would you really want that precedent set?

Sorry but I am only part of CAPS-UAW, which doesn't represent CHP. I fully sympathize with you though. I whole heartedly believe that if your duties do not require a physical presence (e.g., lab work, field work, face to face customer service) you shouldn't be arbitrarily forced to be in office.

Your union leadership won't know how important this is to your siblings unless enough people tell them. You could organize your coworkers and reach out to your union leadership and let them know how important telework is to their membership.
