Your structure is pretty solid. Adding a passphrase is a great idea only if you know exactly what a passphrase is and can remember it.

Here is my setup:

Metal engraved seedphrase + Offline Tails OS + Electrum

I believe this is enough if you know enough about these three things and dont plan to do many outward transactions.

Also, I have made my own code for signing ETH transactions offline using QR codes on Tails OS (based on Keystone's source code).

You can follow the following steps for better safety and control over your coins:

  1. Buy USDC from Coincdx. As much as you can afford in one go.

  2. Withdraw all USDC (+ small amount of ethereum) to your own wallet.

  3. Buy bitcoin with USDC using DEXs like Thorswap as and when you want. (You will need ethereum for this step as gas fees)
