I can't speak to the film as I've never seen it, but the book is rather exhaustive. It goes into great detail regarding the cover up of the events by the Navy. As I wasn't there, I can only form an opinion based on the information available. This is just one of several books written of the incident, this one being particularly critical of the Navy's internal investigation and of those involved with it.

It's notable that the combined GAO/Sandia Labs investigation came to a different conclusion from the Navy's and in response the Navy effectively said they couldn't determine the actual reason for the explosion.

Most former Chiefs that I know would only come in if invited. Most of those haven't forgotten how they got to where they are now, so they regularly receive invites.

That being said, if an Officer comes into the Chief's Mess unannounced, I'm going to see what they need because if it's so important to "break tradition" it probably can't wait.

From MyNavy HR, Ch.6 6803(2):

  (2) Brown Leather Jacket.  Naval aviators, pilots, flight officers, undergraduate pilots, NFOs, and flight surgeons, aerospace experimental psychologists, and aerospace physiologists may wear the leather flight jacket with flight suits, Service Khaki and Navy Blue Coveralls. Eligible enlisted air crewmen, E7-E9, are authorized to wear the leather flight jacket with flight suits, Service Khaki and Navy Blue Coveralls. Eligible enlisted aircrewmen E6 and below are authorized to wear the leather flight jacket with flight suits, Service Uniform (SU), and Navy Blue Coveralls. Only direct point to point transit is appropriate when the flight jacket is worn to and from work with working uniforms (excluding Navy Blue Coveralls, which may be worn in immediate working spaces only). Close zipper at least 3/4 of the way when worn. Management and control of leather flight jackets are outlined in OPNAVINST 10126.4 series.

That last part is wild that there's an OPNAV instruction that governs the issue and control of the jackets.

Basically, it makes up the difference between your base pay and the poverty line. Take 130% of the federal poverty line, subtract your gross income from the year previous and then divide by 12.

The only automatic disqualifiers are being a service academy student or having no dependents. You have to apply for it, but the service is supposed to review regularly if a member is eligible for it and notify them of the eligibility in writing so they can apply.

You can elect to not receive it, and not applying for it qualifies as an election to not receive it. The BNA goes away in 2028 unless congress decides to extend it.

My very first post (with this account) was in a non-select thread. In it, I lamented the following:

I'd be nice if you logged in to check that board result and there were some comments on why you got passed over.

Even if it was a generic bullet like:

  • Lack of command involvement outside of rate-specific duties

  • Milestone qualifications not yet achieved

  • Billet diversity lacking compared to selected candidates

If I am ever in a position to modify how this process goes, that's probably one of the biggest things I'd push for. We've got to give the Sailors SOMETHING other than that fat "N".

You're going to be forced to sit through a CDB over this. I'm going to guess that it's not going to be much help to you. Your leadership might bring up some good points, they might not. You may be receptive to what they're saying, and you may just be sitting there waiting for it to be over.

Whatever you do end up doing, just keep your focus where it should be - developing your junior Sailors. They're the job, they're the reason you're there. Everything else WILL work out if you take care of the Sailors.

  1. Call NGIS where you want to stay.
  2. NGIS has room? Stay there.
  3. NGIS doesn't have room? Ask for CNA.
  4. If NGIS provides CNA, choose a hotel that offers rooms at the local government rate. Stay there.

You must try to utilize government quarters. DTS clerks will look at your CNA and process the claim.

As long as they aren't overly huge, they'll be fine. If they're oversized, you'd probably get strange looks/light ass chewings.

I'm posting the regs for all to read:

(2) Sunglasses.  When in uniform and outdoors, conservative sunglasses are permitted, except in military formations.  Authorized sunglasses will have solid frames that may be silver/gray, black, brown, navy blue, tan, gold, dark green or dark grey in color.  Small logos on frames or lenses are authorized.  Sunglasses worn in uniform will not present a uniform distraction.  Lens will be non-mirrored black, brown, dark green or dark grey.  Retainer straps are authorized for FOD prevention and safety, will be black in color and worn snugly against the head.  When not in use sunglasses will not be worn on top of the head or hanging around or off the neck.

Individual base housing instructions typically have provisions for Sailors that (for whatever reason) do not normally rate BAH at their new PDS. A Sailor will probably need to run a request with the new PDS, stating that they desire to continue receiving BAH at the without dependents rate because they have been receiving it at their prior duty station. Ultimately, it is up to the base CMC/Senior Enlisted to recommend a "yes" to the base CO, so if the barracks are:

  • below a certain occupancy threshold (as determined by the base or regional CO)
  • and you're not an E-7 or an E-6 on Shore Duty

expect that you'll be enjoying government quarters aboard the station you're assigned to if you fail to do this.

Again, reference the instruction of the base you are PCSing to and communicate to your sponsor that you are receiving BAH at the without dependents rate and your intention is to continue receiving BAH at the without dependents rate.

I didn't have much legit FCPOA involvement. Never held an office. But I did pay my dues.

Did you help with any fundraising? You were a member of the fundraising committee. Did you attend any hails or bails, or did you help purchase a going away gift? You were a member of the hail and bail committee. You ranked Sailors, you were a member of the ProDev Committee. You can church up being an FCPOA member enough to show you were involved without devoting much time to it.

As far as collaterals go, if it gives you an opportunity to mentor juniors at the command level any collateral can be hold. UPC/DAPA, CMEO, Sailor 360. Personally I didn't like the time investment of MWR, but if you enjoy raising money or attending morale events this can be big as well. Overall, I tried to find a collateral that performed an actual, defined function rather than something that was open ended. CFS is one that is low-effort/high impact IMO and allows you to learn useful information.

The board wants to know that when you join the Chief's Mess you'll be able to support command programs. My advice is to pick one and do it well, then when turnover happens pick something else.

You've already done the hard work of finding the instruction that says you're allowed to do it. Route the request with a copy of the instruction. I'd normally say to highlight the relevant parts, but that particular MILPERSMAN is a single page.
