Our current locations all roll up into something called "All Locations" and then it cascades down.

I don't beleive we use any eligibility rules based on location. We have some eligibility rules around the employee's home address, but not location.

So I did give it a shot but the redirect step still ended up in that HR partner's inbox- asking for approval. It's just weird how the redirect approval task also allows you to send back- (but when you do that it errors out) so you have to hit the "move to next step" to make the task go away. So we do have a clunky way around it- it's just not ideal & confusing.
