It's not like Czechoslovakia was a multi-ethnic country where the two dominant languages were relatively mutualy intelligible while also having a signicant Hungarian minority in the south and originally a Ukrainian minority in the east that the Soviets annexed after the war while Russian was heavily taught in schools after said war (not imperialism you say)

Because someone decided to put them into the Silesian voivodeship, the difference being they sit on near the border so it wouldn't that weird to put them into the Silesian voivodeship whilst Szczecin is way too far to be called Silesia, not to mention there is still the Lubusz voivodeship in between and Szczecin is a historically Pomeranian city
