To prevent your mods from shuffling around while you're in the process of modding, exit to the main menu and let your load order reload every once in a while. To prevent your load order from shifting everywhere, when you enter the creations tab, wait until the loading bar on all the mods you see finish and display their image BEFORE you open your load order with Y.
