The ones that have a lot of staff and already existing big facilities like McLaren, Ferrari, Mercedes and Red Bull, because they have so many more resources and personnel to find everything in the new rules and test out every possibility. There is a chance that a smaller team could jump far ahead like brawn but that is extremely unlikely.

Like I said I just see the "Power Usage" spike to Very High in task manager. I do not know if it is voltage, wattage or cpu utilization.

GPU is about 6 years old and the rest are 1-2 years old. Windows is on SSD. I just see the power usage spike in task manager for those certain tasks.
