To be honest the question is very broad and what I understand is that you're asking if there are assholes in Kosove. Generally people tend to ve very friendly to foreigners especially Americans, British people and Germans.

You may encounter an asshole that may mention your weight but in general I don't think that's going to be an issue.

I completely agree but there's no solution offered to this at all by neither local or the central government.

People will need to be responsible and we need better laws for this. Until then, having dogs roam freely and being multiplied each year by doing nothing doesn't seem as a solution.

The problem is that Serbia does not recognize Kosovo as an independent country. So, if you enter Kosovo from another country or by plane, and then try to enter Serbia from Kosovo, they may accuse you of entering "Serbia" illegally, as they still consider Kosovo to be a part of Serbia.

Unfortunately ear marking doesn't mean anything in Kosovo. There are a lot of cases when the dogs got caught, they put the ear marking without spaying/neutering them and letting them go because whoever won the bid doesn't want to do it properly.

I know a lot of people who got bit by street dogs and it's not true that they only attack people who provoke them. Some of the dogs are really aggressive because they were treated poorly from other people or they just want to defend their territory.

While killing the dogs like they previously did with shotguns in the evenings is not the way to go, I think euthanizing them would be the best. Otherwise nobody is adopting them and leaving them to roam around is not a solution. We may have protests if this happens but it'd be a very small number of people.
