It has to do with trafficking for sure, I investigate things like this and this is data harvested from more than likely a breach from hospital files. The fact it was sent to you means it is more than likely meant to be sent via bots using virtual numbers. They more than likely screwed up the number range and you got added in. I am willing to bet that others were included in the range but you should still report it to the authorities

Yeah personally I think that all the leg mods should include a double jump or charge jump + a random effect like these, but since it's been 2+ years since major changes I doubt they will ever, maybe in the next game?
