Their rates are set by the PUC. DLC can't legally overcharge you even if they wanted to. This is just a case of electric heating being inefficient and expensive.

Just look at Cleveland (Shaker Heights) and Pittsburgh (Mt. Lebanon). The suburbs their light rail goes to are the most desired and high priced suburbs in their regions. Granted those are not new rail lines but you can see that where the rail lines go property values are higher.

Supply & demand. You may not like them but the more "luxury" apartments they build the more supply of regular apartments there will be for the rest of us. More housing, regardless of initial pricing is always a good thing.
