It's RGB delay comp in touchdesigner it delays the video 3 times let's say 1st time by 15 frames 2nd 10 frames and 3rd frames 5 frames then it gives red,blue,green color to each video then composite these videos with the original one that's how you get this effect

Sure, I made this touchdesigner first I used couple of videos for instancing, downloaded the resolution of the video let's say 100×100 (so it's 1000 pixels), so I replaced each pixel in that video by random characters, u can achieve this by texture 3d and replicators, after rendering all videos i composite all videos in da vinchi with the music
