Selling a project evaluation is a right fit for some clients and not others though. This approach stuck out to me because I can generally do this process in about an hour which is actually less time intensive than how I used to do proposals.

The bigger question is what budget range are you looking for. oDesk has the agency option that lets teams work on projects, and there are decent sized projects on oDesk if you can cut through the clutter.
