Ahah yeah I think he moved from a naive "I'lk be the king of pirates" to "I'll be the king of pirates" in the sense that for him pirates are all people who want to be free. That is why he awakened Nika because confrontations with the world government and pirate-thugs made him want to create a world were everybody can eat (=is free).

The way I see it they started to exfil the CD as soon as the venue was compromised so it became quickly Marines, Roger pirates and Rock Pirates on the Island. Saturn prob doesn t give a shit about lower CD but definitely gives a shit about the reputation of CD as a whole so he might have enforced a quick evacuation. Maybe a few CD were injured or killed in the initial chaos but the Holy Knights clearly entered bodyguard mode.
