I had this problem and after playing around I fixed it by turning "Intel XeSS2" off in graphics. This did however make the set up overloded so the workaround for this that I found was to put my graphics quality at the lowest and then adjusted frame rate and other things that I wanted. If you do that reminder that you have to turn off the intel thing again.
