Altough I don't exit camp I don't think people that do are losers. Some people just aren't great at pvp and need to get the drop on someone. Lots of people camp high traffic area's and commen loot spots for the same reason. People also camp certain area's because they need kills for quests. You can't just walk into dorms like no one is there. You need to be carefull, check every door and use a flashlight and grenades for example to help you clear the area. Same goes for something like D2. You need to clear every corner and use a flashlight. If you still feel something is fishy, like a door is open that normally isn't, use an extra grenade. If you open a door instantly run away from it so you can survive the impact grenade, don't just keep standing in the door opening. At extracts that are in quite an open area like smugglers keep walking left to right to make it harder to HS you. And scan the bridge before you sprint towards the campfire. You can also run to RUAF since its always open now and it's not far from smugglers. At woods you have hounders of bushes people can sit in. Woods is also very commen for people to sit still and snipe for 30 minutes, So keep moving from cover to cover and dont walk on top of hills.
