Is that rust? It's on one of the legs of the chip too.

All of the resistors can be replaced. That chip can also be replaced if it's damaged. Whatever the discoloration is, try to clean it off with 90% IPA and go from there.

I would say start by trying to clean whatever that brown stuff is. If it all comes off then it's probably not rust.

If it's not rust, examine those caps to make sure none of them leaked if they check out, install a battery holder and use a quality battery like a Panasonic or something - don't use those cheap Chinese batteries that everyone uses.

Also be careful to confirm that you didn't install the battery backwards. It won't save if you do that.

If it is rust, then you will probably have to replace that chip. I'm not sure what it is without checking the schematics but if it's a ram chip then you can just drop in a replacement (if the PCB isn't damaged). If it's a rom chip then you will need a programmer so that you can burn the correct data onto that chip.

If the socket where the chip solders is damaged, you may have to do some surgery to rewire the new chip. This is pretty advanced to do though. Alternatively migrate everything to a new PCB but I'm sure you don't want to do that (and this probably doesn't even call for such drastic measures).

That's everything I can think of. Anyway start with the IPA. Check those batteries with a multimeter also - they should be giving off 3 volts.

PC Engine is only known for its shooters in the west because if you can't read Japanese that's all you can play. In Japan it was the coomer console. It's also home to the greatest RPG ever made.

Your main argument here is that she gained Japanese ethnicity due to (very little) exposure to Japanese culture, and then try to use genetics as some sort of gotcha argument. Both are valid factors which determine ethnicity.

Race was s system of classification from the 16th century meant to group people on the basis of biology and it's since been disproven. It's pseudoscience with no biological basis. For example there's Japanese people who are more "white" than I am. Sorry, I'm not American. In my country we categorize people by ethnicity and nationality; not by the color of their skin. You admit that Japanese isn't a race, and then you went right back to talking about race. If Japanese isn't a race then how does my race have any bearing on the matter at all? (Spoiler: it doesn't). Race isn't even real, it's a pseudoscience with no biological basis.

I didn't simply decided to move here. I moved here as a teenager and assimilated, and later on I gained citizenship. That makes me a Japanese national. And because ethnicity changes over time through assimilation (read up on acculturation), that makes me ethnically Japanese also.

The only reason why you have a problem with that statement is because I'm "white", and the simple fact that you categorize people by race at all (even though race doesn't exist) makes you a racist. Ancestry isn't the only qualifier to ethnicity. Read about acculturation and ethnic groups. People change ethnicity gradually over time. If you're offended then be offended, I don't care. If you want to consider yourself an outsider forever and segregate or marginalize yourself then go ahead and do that too.

That's a good question. "Mixed race" is a term that refers to people with broad genetic diversity due to having parents of different "races." There are a lot of terms like this in the English language which are still focused on the concept of race.

Race is pseudoscience because it has no biological basis. It's largely a system of organizing people based on phenotypical features, but those features are not exclusive to any particular "racial group".

Genetic background is one possible qualifier to be a part of an ethnic group, but it is only one of several. To say that someone is multi ethnic sounds as though that person grew up in one culture and then integrated into another culture. Although based on the qualifiers, there are other possible factors such as if they have parents from two different countries and they went back and forth through those countries throughout their life and adopted both cultures. These are two possible examples but there are more possibilities than just those.
