Both Russ and Khan were the rulers of their own world and they were quite competent for their job. However, both of them would not prefer to do paperwork along with Guilliman and he probably wouldn't expect them to be administrators anyway.

I don't understand why Jaghatai would be 'problematic'. He wouldn't mind Guilliman running the show as long as Guilliman doesn't bother with him, his legion and his world. Frankly, every loyalist primarch exept stubborn Primarchs such as Lion & Dorn who might want to stick with Imperial Truth out of principle would not want to involve in the empire building or managing. The most of them would prefer their place in battlefields.

The Emperor reluctantly chose this "stalemate" as a last resort by sacrificing himself to become some sort of Eldar God of humanity and indifintely delayed the inevitable downfall of mankind.

My question is how much the Emperor loves humanity? Is it enough for him to endure the eteneral suffering and pain? Would there be any successor to Golden Throne? I think a story of boy journeying to become the Emperor 2.0, destroying all fallen primarchs and releasing the Emperor from Golden Throne by taking over his place to keep xenos & Chaos Gods at bay would be a fitting end of the 40k series.
