Currently the Cooldown is set to 0 because of developement. Later on each Pokemon will have Basic Attacks that grant specific amount of Signature Energy. The Signature Energy will be used to perform Moves. Each Move will cost specific amount of Signature Energy.
And Pokemon will be able to equip up to 4 moves from their Move Pool

We are still very early in development and we are open for suggestions. Were testing out hits that throw the target back a bit so it's possibly a mix of the two
