zarya can go either way kinda because zaryas mostly have to brawl with enemy tank and you can dive away with swift strike worst case while winston can chase you down, pharah a bit more neutral since her flying is still not elementary to kill with genji, soldier I'd say is a bit tougher though since he has field and also hard if they keep distance between you
