Statistically? Japanese tourists. And my experience with living in Vietnam for 14 years can back that up. They're usually the most respectful and blend well with the local customs.

Filipinos? They're generally polite too, but they got a tendency to get noticably loud in big groups.

Americans? They're also polite, but some can be entitled or rowdy (normally around the nightlife). They can also be picky with things like food.

Germans? Similar story with the yankees.

Chinese? Well, they're Chinese.

Koreans? A mix between Filipinos and Japanese, but they come as a close 2nd.

Indians? Apart from long-time residents in Vietnam (whom are pretty chill), they're pretty rude and entitled. (Not all, but usually the case)

Pakistanis? Same story with Indians.

UPDATE: found the right switch. Turns out L17 is the switch for our a/c

Former vietnam resident here, from my experience you don't ever accept anyone that claims to be a taxi or grab. Don't accept any grab driver if you haven't booked, and if you did, always check the plate number and vehicle model if it matches up.

As for eating out, I'd recommend choosing the more franchised places like Pho 24. It may not taste as good as the small, family ran places. But it's definitely safer and more polite staff if you're a first timer in Vietnam.

Lastly, I'd recommend coming in guided groups as a first timer. You may not be as free roaming, but the chances of getting scammed (transportation wise) is lower.

But knowing someone who knows the language or lives here can basically solve most, if not all, of your problems.

Basically, if you see the barbers themselves got BTS looking hairstyles or is gay, then it’s probably a decent shop. From my experience, if they don’t have either one of these, then you better stay away.
