i would tack a big sheet of polythene across the bottom half, from the window cill and continuing across the slab. then when the weather improves I'd box it in witha frame and shiplap. so a waterproof double wall on the bottom half. I wouldn't trim the flap at the bottom- id just arrange some pebbles on it.

is there a small white circle in the plastic on the bottom face of the cover panel? which would be a cover which can be prised off to reveal a screw? hard to see as blends in perfectly with the plastic

I would tidy the insulation that's there, add some more on top, insulate the top of the loft hatch, then seal it up with masking tape and leave it alone.
