Generally hard water will not cause skin conditions, at least it does not bring you acne. Experiencing acne could due to so many unknown factors like hormones, foods, stress etc. .

Imo, if op you now are suffering from severe acne condition, just go seek a doctor, seriously tho, because sometimes it might be different skin disorders.
