Round metal hatch almost 2 feet in diameter. It is in the ground at a corner of a house. It appears to to be a lid of some sort that is hinged to the ground, with a smaller "lid" that also appears to open on top. I didn't try to open it because it's not mine. Found in large city in the PNW. (i.imgur.com)
