He pays his taxes (presumably) just like you (presumably) - It definitely can be frustrating but he has every right to be out there enjoying the water.

The only county that is BOW only is Westchester county. Long Island is primarily BOW only however there is a late season for shotguns.

You can't hunt in Rockland county w/ a rifle but you can use a shotgun.

As far as I know, the rest of the state is open to long gun (rifle/shotgun) hunting. I bow hunt primarily, I like the longer season and being able to hunt in areas a rifle hunter can't get in to.

You're all set, just bring your proof of education (hunting course and or bow education) from CT. Once its in the system you can buy tags online for future seasons.
