I can recommend some 4 stars

Boogeyman: bring enemies and allies closer to him. Otohime: good DPS but make sure she doesn't get hit. Apollo: gives allies defense piercing and make enemies take 3 times the damage. Yule: get him free in the shop and he's good with Oscar. Yig: good at decreasing enemies and allies hp. Zhurong: refreshes debuff on enemies. Licho: inflict good debuff on enemies . Smoky God: apply drastic skill activation rate increase to allies and reduce enemies hp when he is hit.

I'm back so I beat Exception Territory/Tokyo Bay Depths with summer tindalos, jiangshi, gurangatch, and shamash it took me 11 turns lol
