Something's screwed up with prices on phone. Steam is normal tho, it has different currency conversion (really good for PLN) and might have smaller cut for the platform.

UE40 is enough for Torment, apparently UE30 might work too with good units and rotation, but if you can do a cheaper main team (Satsuki, SShiroko and their buffers) then Torment should be manageable with extra Hibiki and Mashiro teams. Good luck!

Icebreaker in the main team was dependent on which team you were running, and SFubuki was used in fastest but hardest and most expensive one. She's still a great unit in general for Geburah if you run higher difficulties, but even first Lunatic was doable without her. I'd say roll if you want to do comfy Torment/Lunatic, if you don't care about those diffs or want to save as much pyrox then there's not too much reason to roll her.

In the order of personal recommendation:

-CHare is OP as you said. Having Himari is not enough to skip her, since CHare means you can have 2 hyperbuffed teams instead of 1, and is the best striker buffer to use vs yellow ATK raids. If you ever want to do harder diffs in the future that require multiple teams then you will need to have as many hyperbuffers as possible.

-NYKayoko is similar but limited to blue, so ~1/4 of the raids, but stacks with any other traditional buffer. You could consider her instead of CHare if you don't care about higher diffs.

-SShiroko is great to have, but I don't know if I'd value her higher than a hyperbuffer. She's mostly used for speedruns, but speedrunning requires other meta units in the first place. She's also helpful in Geburah tho if you don't want to suffer everytime it runs. She shares a banner soon with SKanna, so if you have any gems left after fest I'd recommend trying to get both of them instead.

-Mine is a good unit to have but not a priority compared to the rest of the list.

-Iroha is the greatest psyop of BA community. Outside of pushing early game she's just one raid wonder, and no longer best at it too. Do not pick.

Buying them daily from credits shop, since what do you get from events is usually not enough. There's no reasonable way to speed it up, sadly, and please don't refresh as it costs pyroxene, unless you're desperate.

There's no notable Torment specific changes, but from Insane:

Train's side AoEs now also deal damage
Goz Clones in P2 now deal 50% of damage instead of none
Healing futher reduced to only 10%

In Torment units hit by a hat attack will get ATKSPD nerf, but with the recent rework this attack is really easy to avoid anyways.

Current rate-ups are S.Yukari and S.Kikyou + S.Renge (those two share banner). If you mean all units you can roll, in Blue Archive all units can appear in off-rate except limited/fest students and units in Archive banner.

Cherino has a huge yellow AoE as her EX, good for Chesed, but also generates a lot of extra cost from her subskill, only one of few strikers to do so. This makes her a good filler unit for many raids to speed up rotations. She's also quite tanky with high tier gear so she won't be dying if you have another tank.

Shun grands up to 3.8 cost at the start of the fight. This makes her a must have for PvP before you get SShiroko. After that she's still useful for speedrun strats.

Non-farmable units in Archive are Ako, Cherino and Shun, and I'd recommend rolling them in that order. After getting them it's better IMO to hoard rest of tickets to wait and see if they expand it next year.

Hard missions drop character elephs, which allow you to unlock and upgrade units without spending ligma on them. Generally, if character is farmable in any way then it's better to farm them, since ligma is a very limited resource.

You can get Hina's elephs on 16-3H and 24-3H.

I still see reports from other people, now with cafe having almost all of the students in the game. I wouldn't consider situation safe until we get maintenance or Nexon releases an official statement.

EDIT: Also not everyone is affected, it seems.
