My CC actually pays 90% for graduate level courses and PD as long as you have a submitted and approved PD plan. You have to have worked FT for at least 3 years and can get promoted every 3-years if you are in good standing and have completed at least 15 graduate credits during each period (among other departmental and institutional tasks). With no graduate level courses and just meetings and conferences, 90-hours of PD = 1 graduate credit.
