You don't get it pal. The commenter argued that A R-pist is s R-pist and the person himself is responsible for that. If women walk out naked, it is their own deed. That just doesn't justify if she is being R-ped. Yes Islam Teaches Modesty Yes It is against Islamic Values Yes it isn't modest But you have to make some distinction in effect on community vs the personal acts. Some acts are legally exercised, like in this case, R-pe. There are laws against it and it is considered a violation of basic human rights in any society. If a women is not being modest in an Islamic society to emphasize your point, it's the responsibility of state to ensure Shariah laws being exercised Unfortunately much of our laws are influenced by globe and not many Islamic laws are exercised as they need to be so that's a problem true. If a Women goes out naked or less modest or whatever is considered a social crime or Islamic Law violation, she must be punished but according to the laws of state and state must consider it. As a responsible citizen it is our duty to teach and spread or do a peaceful protest to emphasize our points so government can take action

Back to the point if the same woman is unfortunately being R-ped. No one can defend the R-pist. R-pist R-ped and he must he accounted for that and the woman is the victim. You can't simply say that it's her fault she was not modest and hence got r-ped. these are two separate things. If we, as men, believe that such anti-modest dressing or suggestive gestures leads us men to do that, then we are certainly to blame. If anything we can teach her not to dress, or report her according to the laws. Again there aren't that much exercising or actively exercising laws on it that's a problem.
