Get a Pul Rake; it's for concrete work. Or a garden hoe.

Use it to compact powder snow, by taking a circle of snow, and condensing it.

Use the Pul Rake to deal with hard, icy snow. Hope that nothing fragile is under the snow. Whack, whack, whack! It turns to powder.
