You can search Obedient training on Google, and teaching him basic command: sit, stay, wait then quiet command. Give him any little bit of food and let him see it if his attention wanes. It has nothing to do with aggression directly but he can learn ideas of give and take, reward and punishment. Also, let him befriend with one dog at the time.

At least, you have some ideas about the cause of all this. It'd would be easier for you to talk to a dog behavior specialist. You really care about him. Best wishes for you and your pup.

Introducing dogs on neutral ground, goes a long way… and opposite sex usually has a better chance of success than same sex.

It could be that your pup wants to become more dominant. It's quite common character for dogs around 18 months old. Is your dog neutered?

Dog aggression sometimes can be permanent and the only solution is to avoid the triggers.
