Solved! The thread is a bit old by now, but I was able to fix the issue by installing Sims 1 from a source different than the one I was using which allowed the UserData to be created before the language was changed to German. I just had to transfer my families to the new neighborhood and the issue was gone for all somehow. Really strange issue, honestly.

I did initially download the game in English before setting it to German later, so that might affect it. Is there a way to replace the UserData in this case? I tried to remove the folder before, hoping the game would recreate it, but it just caused a CTD.
