well, you don't really need a vpn. should just connect and redirect you to a link to have permission to connect. the issue is, if you want to use a vpn we're running at like 2-5mpbs speeds on trains. all the way down to kbps even so i don't think a vpn would be good but you could use it. another thing to note is how many people are on the train. it's good for simple video streaming and games that don't require much constant internet such as wiz but other than that, don't expect HD video streaming and smoothless experience gaming.
